The City Council voted to approve an amendment to the Saginaw Square planned development (Tract 1) on June 18, allowing a revised conceptual plan that increases the building footprint and adds five tenant suites while attaching conditions intended to protect the boulevard character.
Planning staff presented the applicant’s proposal to replace a previously envisioned multi‑frontage building with a larger strip-center concept (increase from about 4,857 to 9,200 sq ft) and noted Planning & Zoning’s recommendations to add a double frontage (glass facade) and to activate a concrete pad as an outdoor amenity. The applicant’s representative, Kevin Cho, said the owner expects to secure at least one sit‑down restaurant for the corner unit and that the pad will be used as a covered patio with architectural treatment.
Council negotiated conditions: it adopted the Planning & Zoning recommendations for a double‑frontage glass facade, narrowed the outdoor amenity requirement to a covered patio (not open sales or unspecified activated amenity), and required that the suite adjacent to the patio be a sit‑down restaurant. Council also authorized limiting some uses (for example, nail salons or similar personal services and certain bakery/confection uses) within the tract by requiring special‑use approvals or excluding them from the tract if the council so directs in the ordinance.
Applicant Kevin Cho said the owner anticipates at least one restaurant at the corner and has discussed larger food tenants for the south property. "We do definitely want to a sit‑down restaurant, minimum one at that corner," Cho said.
The motion adopting the PD amendment and the P&Z conditions passed (council recorded a 5–2 approval).
