Council approves ice-and-water vending kiosk for Saginaw Boulevard, 4–3

The Seagoville City Council approved a specific-use permit on June 18 to allow an unmanned ice-and-water vending kiosk at 345 North Saginaw Boulevard.
Planning staffer Suzy Whitcher told council the use was recently added to the permitted-use table and that Planning & Zoning recommended approval 4–0 without additional stipulations. "PNZ did see this last Tuesday, and they voted to recommend that the City Council approve the SUP request 4-0 without any added stipulations," Whitcher said.
Applicants Jennifer and Scott Craver presented the proposal as a low‑impact, movable unit with minimal traffic, no staffing and limited visual impact. Jennifer Craver said the machine would typically occupy about two parking spaces, produce bagged or bulk ice and filtered water, and be monitored remotely by an app. She told council an independent market analysis projected about 26,000 annual transactions for the site.
Several council members said the kiosk was a poor fit for the aesthetics the city envisions for the Saginaw Boulevard Overlay District. "This really isn't appropriate for the vision we have for the overlay district, in my opinion," one council member said during the hearing.
After public comment and applicant presentation, a council motion to approve the SUP carried 4–3.
What it means: The kiosk will be permitted at the approved location with the conditions (if any) recorded in the SUP ordinance and subject to standard site and landscaping requirements applied in the overlay district. Staff noted the kiosk is movable and would be relocated if future property development requires the space.
