Summary
The board declined to reauthorize the proposed GearUp external evaluator until it receives the evaluator's most recent annual report; the procurement complies with grant requirements but members said they wanted to review past products before voting.

The board discussed a staff recommendation to select Towering Year Success LLC as the external evaluator for the FY27 GearUp grant at a proposed cost of $171,000 (to be paid from the grant). Several board members said they had not seen the evaluator's prior-year report and moved to table the item until the board receives the evaluation product.
Dr. Moore explained that federal grant rules require an external evaluator and that the procurement process had been followed. Board members requested clarity on what they should expect from the evaluator and whether the procurement timeline required immediate approval; staff answered that tabling would not put the district out of compliance with the grant and that the evaluation report could be provided prior to reconsideration.
A motion to table received a second and carried; the item will return to the board after staff provides the evaluator's report and any supporting documentation requested by the board.
