Wythe County CPMT adopts strategic plan, updates records and eligibility policies to align with OCS memo

The Wythe County Community Policy & Management Team unanimously approved a CPMT Strategic Plan and amended local policy language at its May 26, 2026 meeting to comply with recent guidance from the Virginia Office of Children's Services (OCS).

On a motion by Stephen Bear, seconded by Diane Charapich, the Team approved the draft strategic plan developed at a joint FAPT/CPMT event in April for implementation. Coordinator Blankenbeckler then reviewed OCS Administrative Memo 26-04, explaining that each CPMT must adopt written policies and procedures for management and retention of written and electronic records. "The Team unanimously approved that the Local Policy be amended to include language that complies with OCS Policy," meeting minutes record after a motion by Billy Rice and a second by Anthony Cline.

The Team also directed that local policy explicitly confirm use of the Documentation of CHINS Eligibility Form for eligibility determination; staff noted the form has been in use since July 2025. Coordinator Blankenbeckler reported MOAs for the local position and the community service program have been completed and signed by CSU Director Cheeks; Mr. Bear will present those MOAs to the Board of Supervisors in June.

Mount Rogers Community Services submitted letters appointing Samantha Crockett as its CPMT representative and Rebecca Martel as alternate; on a motion by Vicky Richardson, seconded by Stephen Bear, the Team approved both appointments. Chair Kimberly Ayers announced the resignation of FAPT Parent Representative Hallei Powell for health reasons and asked members to consider candidates to fill that vacancy.

The Team did not tie the policy amendments to any immediate program changes beyond the required documentation and records-retention language; staff were instructed to add the required language to local policy and to update eligibility language to reflect the CHINS documentation practice.
