Following a public hearing on June 18, the Yamhill County Board of Commissioners authorized staff to apply for Community Development Block Grant (CDBG) funding to support design and environmental review of a Cove Orchard Sewer District wastewater rehabilitation project.
Mark (staff) presented the CDBG proposal and summarized the scope: design and environmental review, replacement and rehabilitation of main lines and laterals, manholes and cleanouts, video inspection of the system, upgrades to flow monitoring and dosing tanks, and replacement of 14 failing septic systems that now surcharge the collection network. "Yamhill County proposes to request funds for Community Development Block Grant for Cove Orchard Sewer District wastewater system rehabilitation project," Mark said while outlining the project elements.
Staff said a door‑to‑door income survey conducted this winter found a majority of residents in the service area meet low‑to‑moderate income thresholds (staff presented the survey result as roughly 76% low‑to‑moderate income). The county will submit a design/environmental review application by Sept. 30, 2026; construction funding would be pursued in a later grant round, and staff noted the prospective maximum available grant over a three‑year period is about $1,040,000.
Commissioners heard no public comments during the hearing. The board moved to authorize staff to apply for the CDBG design and environmental review funding and approved the motion unanimously.
Next steps: county staff will prepare and submit the design/environmental review grant application by the stated deadline and return to the board later if the county pursues a construction‑phase grant. Staff will also retain documentation of the income survey to support the project's low‑to‑moderate income eligibility.
