John Phillips presented the item and said the replat’s purpose is to create three lots and, for the current proposal, to increase density to support duplex townhomes on each lot. Resident Craig Taylor testified that construction in the area has “changed dramatically” and said it has caused “a lot of flooding, especially in my backyard,” and that assessed values near his property had risen dramatically over the past 12 years.
Staff responded that the replat is a follow‑up to an earlier 2022 replat and that the current submission would add parking reserves and enable duplexes; staff clarified the parking requirement is two spaces per dwelling unit (four spaces per lot where duplexes are proposed). After commissioners asked procedural questions and staff addressed the resident’s concerns, the commission approved the staff recommendation.
