Pasadena council approves multiple contracts and appropriations, including $281,637 for sidewalks and $215,000 for wastewater platform

The Pasadena City Council on June 16 approved several ordinances and resolutions authorizing contracts and budget appropriations for infrastructure and city services.
In final action the council adopted an amendment to the Brooks Concrete Inc. contract for the 2026 annual sidewalk improvements project (CIP S146), adding $281,637.50 from the general fund balance to the project. The council also approved a $215,000 agreement with Pinnacle Reliability Services for implementation and subscription to the Newton platform to be used at the Vince Bayou and Golden Acres wastewater plants.
Other final adoptions included awards for ready‑mix and u‑cart concrete supply contracts, a contract with PT Mechanical Company LLC to replace a generator at the EMS hub at 4100 Space Center Boulevard (procured through an interlocal cooperative), and a $38,000 contract for HVAC replacement at Campbell Hall. The council also approved a revision to a Texas General Land Office Community Development Block Grant — Disaster Recovery reallocation related to Hurricane Harvey recovery efforts.
On first reading the council introduced ordinances updating police service officer position descriptions and duties; approving additional acquisition assistance for a CDBG mitigation project ($44,556); authorizing industrial district agreements and an industrial water supply agreement; amending the code to establish an annual water system demand fee; and a materials testing services contract for water system improvements (approximately $45,588). The council also authorized the purchase of new Avaya phones under a state DIR contract with an appropriation of $116,135.
Motions for approval were made and seconded on the consent and ordinance items; motions carried. During the finance resolutions a council member noted an abstention from payments to LJA (abstention was recorded by the secretary). A public hearing was set for July 21 on the Crime Control and Prevention District budget year beginning Oct. 1, 2026.
The new sidewalk funds, wastewater platform spending and equipment replacements reflect the council’s near‑term focus on maintaining city infrastructure and utility operations. Implementation details, vendor contracts and effective dates are recorded in the ordinances and procurement files retained by the city clerk.
