Cole County approves Sturbridge bridge contract, road-seal program and ratifies emergency tractor purchase

The Cole County Commission voted June 16 to award several public-works contracts and to ratify an emergency equipment purchase.
Public Works staff (identified in the meeting as Matthew) recommended awarding the Sturbridge Drive Bridge replacement contract to E&C Bridge LLC for $474,788; the engineer's estimate had been $494,027.50. Matthew told commissioners the project replaces the Sturbridge Drive bridge over a branch of Grace Creek and is funded primarily by an FHWA off-system bridge replacement grant administered through MoDOT, with Cole County responsible for 15.08% of the cost and the grant covering 84.92%. A motion to sign the construction contract for federal project BR-O-RO26-001 carried on the commission's unanimous recorded vote.
The commission also approved a cooperative procurement (piggyback) contract with Corrective Asphalt Materials LLC for the county's 2026 pavement preservation seal program at a total cost of $117,903.80. Staff said the program applies a rejuvenator to existing paved surfaces to extend pavement life. The contract was approved by voice vote.
Commissioners signed the surplus title for a 2019 Chevy Tahoe from EMS that had sold on GovDeals for roughly $4,000, and approved change order number one for the Rainbow Drive sidewalk improvements. Staff said the Rainbow Drive change order, funded through a TAP grant via MoDOT, increased construction costs by $4,308.01 largely because of a 7-inch paved approach; commissioners approved the final change order.
Separately, the commission ratified an emergency purchase of a Case IH Magnum 125 tractor from Crown Power Equipment for $151,580. Staff described an incident on May 28 in which a boom mower tractor caught fire and the tractor portion was a total loss while some boom and mower components remained salvageable. Staff said the county's insurance carrier is expected to pay about $121,000 and there is a $5,000 deductible; commissioners approved ratification of the purchase. The commission asked staff to share findings from the insurance company's fire investigation once available.
The actions approved at the June 16 meeting proceed to contract administration and the projects will be scheduled according to Public Works timelines.
