Commission weighs master plan priorities as state housing laws loom

Planning and Zoning Commissioners used part of their April 14 meeting to revisit the 2022 master plan and to consider which chapters merit higher near-term attention.

Community Development Director Paul Workman reminded the commission that the 2022 plan—updated from a 2008 version—was developed with a citizen advisory task force and that the commission oversees implementation. Commissioners identified three priority categories from their packet: community character, land use, and sustainability/resiliency. Workman proposed discussing each topic in depth at future meetings, beginning with community character.

Commissioner Leigh urged a proactive approach to sustainability and enforcement, saying the city’s small size, financial resources and engaged residents present opportunities for leadership. Commissioner Wyman agreed the city should protect its single‑family character but cautioned that recent state housing legislation and other preemption measures have created legal uncertainty and could limit local options.

Workman said the City Council has made state preemption and housing legislation a top priority, will pursue multiple strategies, and may discuss additional approaches at the May 19 council meeting; staff intends to share more information with the commission after council consideration. Workman emphasized the master plan is aspirational and that implementation depends on council decisions, funding and external legal constraints.

Commissioners indicated a preference to discuss land use next, with staff planning to solicit input from absent commissioners before scheduling.
