Porter County accepts public drainage easement for Gretchen Administrative Subdivision

The Porter County Storm Water Management Board approved the dedication of a public regulated drainage easement for the Gretchen Administrative Subdivision (docket SM260000007), staff said.
Chelsea, the county’s storm water program manager, told the board that the easement is intended to address long-standing drainage problems in the area. She said a portion of the regulated drain had been vacated in 2024 and that a blocked or failed outlet tile now leaves elevated water in a pond/wetland near County Road 1200 North. The easement shown on the subdivision plat will allow the county to reconstruct the pond outlet, reshape the overland flow route and perform maintenance more easily, Chelsea said.
"Staff's recommendation is that Porter County accepts the public or regulated drainage as shown on the plat subdivision including the responsibility for the inspection, maintenance, repair and reconstruction of the storm water and drainage infrastructure located within that easement," Chelsea said.
The staff presentation clarified that other drainage easements on the plat will remain private and maintained by individual lot owners, and that the plat’s dedication language delineates county versus private responsibilities. Board members asked how county access from County Road 1200 would address flooding to the north and whether an outlet elevation could be controlled; Chelsea said access off 1200 would allow the county to reconstruct drain tiles and to remove obstructions within the easement if necessary.
A motion to accept the dedication was made and seconded and carried on a voice vote; the transcript does not record the motion’s maker or seconder by name.
