Porter County board approves INDOT plan to replace structure on State Road 8 over Phillips Ditch

Chelsea, the county’s storm water program manager, told the board that the existing structure was reported in the staff presentation as roughly a 19'10" span by a 6'6" rise and that INDOT proposes a larger reinforced-concrete box — described in the plans as about a 24-foot span by a 7-foot rise — to improve flow and provide an 18-inch sump acceptable to the department. Chelsea said the in-stream portion of work will be done in the dry using bypass pumping and a temporary sandbag dyke and that the upstream and downstream ends will be treated with rock aprons to reduce scour.
"Staff recommends the approval of the proposed replacement of the small structure here," Chelsea said, adding that INDOT will likely need authorizations from the U.S. Army Corps of Engineers, the Indiana Department of Environmental Management, and the Indiana Department of Natural Resources. Chelsea said the department requests that those authorizations be forwarded to county staff once received and asked that the county be invited to the pre-construction conference and that INDOT contact the department at least 72 hours before beginning in-stream work.
Chelsea also said the project will likely require a local detour and that a letter of understanding designating the official detour route should be signed by both INDOT and Porter County before work begins.
Board members asked whether INDOT was exempt from local permitting because it is a state agency; staff confirmed the work falls under state jurisdiction and that INDOT had already submitted the applications to the other agencies mentioned. A motion to approve the docket (SM2600006) carried on a voice vote; the transcript does not identify the motion’s maker and seconder by name.
The staff memo indicated the county will issue an approval letter after the separate Storm Water Management Board meeting noted by staff.
