State board keeps 2024–25 school cut scores and adopts appeals process; letter grades to be released before Nov. 1

The Arizona State Board of Education on Oct. 13 voted to keep the prior-year cut scores for the 2024–25 school accountability cycle and directed the Department of Education to publish school and LEA letter grades before Nov. 1, 2025.

Why it matters: Letter grades trigger an appeals window and have consequences for school accountability and public reporting. The board also adopted a formal appeals process this meeting that governs how schools and local education agencies can challenge summative letter grades.

Executive Director Ross told the board that technical advisory committees had reviewed options and recommended retaining the prior-year cut scores because there have been no significant changes to the system since the previous release. "Historically that has happened within the same week as the board meeting," Ross said of the department's letter-grade publication timeline, adding that statutory deadlines require the department to act by Nov. 1.

Jessica Mueller, who presented the appeals procedures, summarized the statute that authorizes the process and described how the appeals committee will evaluate requests: "In statute 15‑241, the state board of education establishes an appeals process for a school or local education agency to appeal that summative letter grade," she said. Mueller outlined four grounds that the committee will accept — adverse testing conditions, school community events or emergencies, school tragedy, and incorrect data — and explained the difference between expedited (document-review) and non‑expedited appeals that may require live presentations.

Under the adopted timeline, the department will post letter grades before Nov. 1 and schools will have until Nov. 17 at 5 p.m. MST (moved to Nov. 17 this year because Nov. 15 falls on a Saturday) to file appeals and upload supporting documentation. The appeals committee will review submissions and return recommendations to the board; staff said the board will act on committee recommendations in January 2026.

What the vote did and did not do: The board's vote approved (a) using prior-year cut scores for 2024–25 and (b) the appeals procedures and timeline. It did not change cut score methodology beyond the decision to maintain prior scores nor did it expand the list of allowable appeal grounds beyond those described in statute and in the adopted procedure.

Next steps: Letter grades will be published by the department before the statutory Nov. 1 deadline; appeals must be submitted by Nov. 17 and will be reviewed by the three‑member appeals committee (staff named likely committee members during the meeting). The board will consider committee recommendations at its January 2026 meeting.
