Allegany County IDA reports progress on brownfields assessments, seeks RLF funding; ACIDA building grant due July 9

Melissa, representing the Allegany County Industrial Development Agency (IDA), told the committee the agency’s EPA brownfields assessment grant work is underway and that multiple sites are moving toward phase‑two cleanup.
“We have what 1 2 3 4 5 6 7 8 10 projects approved for phase ones. We've already completed four of them. Three of them are currently in process and three of them as soon as they're done with the three they're doing now, they'll move on to the next three,” Melissa said, describing the project pipeline. She explained that phase‑two cleanups vary widely in cost: “Those can be anywhere from 20‑30,000 on the low end ... to VOCs and things like that in the grounds that cost hundreds of thousands to clean up.”
Melissa said the IDA is preparing an application for an EPA Revolving Loan Fund (RLF) grant, a roughly $1 million federal award that can combine a cleanup grant portion with a revolving loan pool to finance remediation. “They’re a million dollars, and half of that money can be granted for cleanup, and the other half is…a revolving loan fund,” she said.
Other updates: Melissa reported progress on a micro‑enterprise grant application and said the IDA is using a dashboard to show brownfield project status (project names are withheld at owner request). She also said a community engagement meeting is likely in mid‑July at the Cuba library. Chair Hancher told the committee a comprehensive update on the ACIDA building project is expected next month and that the building grant is due July 9.
Next steps: The IDA will continue environmental work, pursue the RLF application, and report developments to the committee; the ACIDA building funding application is a near‑term deadline.
