The Hidden Valley Lake Community Services District Finance Committee met Feb. 11, 2026, and considered a set of finance and procurement items, including an informational presentation on California CLASS, a vendor estimate for pressure reducing valves and a proposed resolution to update system fees and charges.
Crystal Lynn of California CLASS delivered an overview of the organization’s Joint Powers Authority investment pool for public agencies, explaining the program’s investment objectives and participation options. Committee members discussed the presentation and indicated they will make a recommendation to the full Board on possible participation.
The Committee reviewed an estimate from Cla‑Val Service Company for the purchase of pressure reducing valves in the amount of $32,755. The committee discussed the equipment need and will forward a recommendation to the Board; no formal purchase authorization is recorded in the minutes segment provided.
Committee members also reviewed Resolution 2026‑02, which proposes updates to water system and wastewater system connection fees, capacity fees, sewer inspection fees, development fees and miscellaneous fees and charges. Director Gary Graves moved to approve the agenda; Director Jim Freeman seconded. The meeting adjourned at 2:33 p.m.; the minutes record that the adjournment motion carried unanimously.
