Corcoran City Council adopts zoning revisions, approves transit resolution and updates improvement standards

The Corcoran City Council on April 9, 2024 voted unanimously to adopt a package of local land‑use and operational measures, including revisions to the city’s Zoning Code, a resolution on Unmet Transit Needs, and updates to the City Improvement Standards.
Community Development Director Kevin Tromborg presented the proposed Zoning Code revisions and Resolution 2024‑02 during a noticed public hearing opened at 5:44 p.m. and closed at 5:46 p.m. There was no written or oral testimony. Following discussion, Councilmember Jerry Robertson moved to approve the revisions and the resolution; Councilmember Greg Ojeda seconded, and the motion carried with AYES recorded from Nolen, Ojeda, Palmerin, Zamora‑Bragg and Robertson.
Transit Coordinator Valerie Bega presented the annual Unmet Transit Needs item in a separate public hearing opened at 5:47 p.m. and closed at 5:48 p.m. The council received no public testimony and adopted Resolution No. 4028 on Unmet Transit Needs by a unanimous vote (motion by Councilmember Sid Palmerin, seconded by Jerry Robertson).
The council also approved revisions to the City of Corcoran Improvement Standards (sections C‑2, C‑2A, C‑4, C‑4A and ST‑2) after staff presentation and council discussion; the motion to approve was offered by Robertson and seconded by Ojeda and passed unanimously.
Routine business on the agenda included approval of the Consent Calendar (which encompassed the March 26, 2024 meeting minutes, authorization to read ordinances and resolutions by title only, and acceptance of the Final Sustainable Communities Active Transportation Plan) and approval of the Warrant Register dated April 9, 2024. Those items were approved by roll-call votes with five AYES and no recorded NOES or abstentions.
The council recognized employees Jayden Mustain (Employee of Q4 2023) and Agustin Sierra (Employee of Q1 2024) during the meeting. There was no closed session, and the meeting adjourned at 6:09 p.m.
What comes next: staff was directed to proceed with printing the revised Zoning Code. The resolutions and standards approved at the meeting will be implemented according to the city’s normal administrative processes and will be reflected in forthcoming staff reports and postings to the city’s official records.
