York County approves 31-item consent agenda, accepts Heritage Rail Trail conveyance

The York County Board of Commissioners approved a 31-item consent agenda on June 17 that included the conveyance of the Heritage Rail Trail from the Rail Trail Authority to the county and several vehicle purchases procured through a new request-for-proposal process.

Chief Clerk Doll said the packet contained “a total of 31 motions on today’s agenda,” noting the size was larger than normal and pointing to item 10 — the rail-trail conveyance — as well as motions 22, 25, 26 and 27, which cover vehicle purchases. Doll credited facilities manager Jim Ranchaw, CFO Tyler Kronister and the county purchasing department for running an RFP to get better prices and said the practice aligns with the county’s “strategic anchor of fiscal responsibility.”

A speaker who introduced the new-business motion expressed the board’s appreciation for the Rail Trail Authority’s long-term work building and maintaining local trails and said conveying properties and rights for the Heritage Rail Trail to the county should ease the day-to-day maintenance and management burdens the authority has carried. The speaker recognized several authority members in the room, including Frank, Scott Beaverson, Gwyn, Karen and Carl, and urged continuing work on the handover and trail upkeep.

Commissioner Julie moved to approve items 1 through 31 on the agenda and the motion carried; the transcript records one vocal opposition but does not identify the dissenting member. The consent agenda included the Heritage Rail Trail conveyance (item 10) and the vehicle procurements noted by Doll as the result of this year’s RFPs.

The meeting also included a public-service announcement that the county will dedicate one of seven fiberglass bells at the New Freedom Train Station on Monday at 2:00 p.m. in recognition of America’s 250th; the event is open to the public. After concluding routine business the commissioners adjourned and the docket moved on to the Salary and Retirement Boards, which approved minutes and routine annuity-payment list adjustments.
