Dwayne Morin said a previously discussed provider included Day‑Ahead Ancillary Services (DASI) fees that made the contract unattractive. After consulting a previous vendor contact, staff obtained a proposed rate of $0.1299 per kilowatt‑hour, plus whatever the DASI rate is on the day of signature; that price would be locked for 36 months and the town would receive credit if the DASI component fell after signing. Dwayne described Smartest Energy (Syracuse, NY) as a supplier that uses solar and wind resources.
Selectperson Jonathan Hall moved that Dwayne enter a three‑year electrical contract with Smartest Energy; Selectperson Wendy Cowan seconded and the motion passed 5‑0. Hall then amended the motion to allow Dwayne to enter an electrical contract at his discretion; the board again voted 5‑0 to approve the amended motion. The board gave staff authority to finalize terms consistent with the disclosed rate and DASI treatment.
