Mechanic Falls council approves ARPA-funded purchases, ordinance codification and several licenses in unanimous votes

Mechanic Falls — At its Oct. 2 meeting the Mechanic Falls Joint Council & Planning Board approved a series of routine licenses, ordinance codification and ARPA-funded purchases by largely unanimous votes.
Licenses and codification: The council approved the American Legion Post 150 liquor license (motion by Councilor Paula Stotts, second by Councilor Darrell Young) and renewed the license for Eclipse Cannabis (motion by Councilor Ray Lavoie). The Planning Board and council accepted General Code's codification of town ordinances, including Chapter 200 (Zoning & Land Use), after Planning Board discussion and motions; the council's codification motion passed 5-0.
ARPA-funded purchases and authorizations: The council authorized several expenditures using ARPA funds: - $34,965 for an Atlantic Recycling trash compactor (approved unanimously). - Up to $15,000 additional for approved 2023 road work on True Street to accommodate contractor scheduling and equipment (approved unanimously). - $21,518 to update and replace the fuel island terminal by Portland Pump (approved unanimously). - $2,603.04 to purchase six new town entrance signs (approved unanimously).
Facility items and other votes: The council accepted a $2,000 "as is" offer to remove a pellet silo and agreed to apply that amount toward a $9,200 chimney repair quote (which includes roughly $4,000 to rent a lift). The council approved one tax abatement (Rena Berry & Charles Crabtree, $392 for 2023) and accepted the denial of another abatement for Terry & Martha Yates (map/lot 012-034). An Anthem rebate check for $1,021.89 was accepted and the Nov. 7 election clerk list was approved; the Clerk's Office will be closed on Election Day.
Votes at a glance: All motions noted in the meeting record carried. Where tallies were provided, the council voted 5-0 unless otherwise noted (the Sept. 5 minutes were accepted 4-0 with Councilor Ray Lavoie abstaining because he was absent on that date).
Executive session and adjournment: The council entered executive session at 8:40 p.m. under 1 M.R.S.A. §405(6)(C) (Economic Development) and §405(6)(A) (Personnel Matters). No votes were taken in executive session. The meeting reconvened and adjourned at 9:35 p.m.
Why it matters: The actions commit ARPA funds and authorize equipment and repairs that affect municipal operations, budgets and services. The codification of ordinances is intended to align local rules with state statute and standardize language.
