Mechanic Falls council approves 2024 water budget, marijuana license, equipment purchases and reserve transfers

The Mechanic Falls Town Council on Dec. 4 approved a series of routine and budgetary items, voting unanimously on multiple motions that the council said were needed to keep operations and safety work on schedule.
Chair Tarsha Downing opened the meeting at 6:30 p.m. and the council quickly handled agenda adjustments, including a vote to suspend Robert's Rules of Order and to move the Water Department budget up on the agenda. Both procedural motions passed 5-0.
CEO Ryan Smith and the Planning Board briefed the council on required amendments to the town's Land Use Ordinance to comply with LD 2003; the Planning Board's proposed ordinance changes were accepted by the council (motion by Councilor Paula Stotts, seconded by Councilor Sonny Morgan) with a unanimous vote.
The council also approved a marijuana license application for Heathwood LLC after CEO Smith said the applicant "cleared site review." That motion passed 5-0.
Water Department staffer Jake Verrill presented the 2024 water budget, saying the department's overall budget "had actually decreased over last year" while flagging higher costs in specific line items. He told the council the department must replace its meter‑reading equipment because "the current one died in the middle of a job." Councilors voted 5-0 to approve the Water Department budget as presented.
Chief Fred Sturtevant urged the council to approve an immediate purchase of 15 replacement self‑contained breathing apparatus air packs (five for each truck) before a scheduled January price increase. The council authorized purchasing the air packs from HSE for $121,320 (motion by Councilor Paula Stotts, seconded by Councilor Darrell Young); the motion passed 5-0.
On fiscal housekeeping, the council moved nearly all voting machine reserves into the solid waste reserve (leaving $1,500 for potential lease needs) and approved a $529.59 tax abatement for account R1326 (Melissa Thurman). A motion to accept Nov. 6 and Nov. 16 meeting minutes passed with one abstention (Councilor Darrell Young abstained from the Nov. 16 vote because he was absent); other routine department reports were accepted unanimously.
Councilors also agreed to change the January meeting date to Monday, Jan. 8, 2024. The council entered executive session under 1 M.R.S.A. 405(6)(A) for personnel matters and exited without any formal votes reported for matters discussed in executive session. Councilors moved to adjourn at the end of the session.
The council documented every motion as part of the meeting record; no controversial or contested votes were recorded.
