Venice Commission backs Opportunity Zone nominations, confirms board appointments and names new city secretary

The Venice City Commission on June 16 voted to support submission of one or more eligible census tracts for consideration under Texas Opportunity Zone 2 (the state process that feeds federal designation) and approved a slate of board and liaison appointments. During post-executive session actions the commission appointed Bethany Pruitt as city secretary effective June 27, 2026.

EDC staff presenting the Opportunity Zones item told the commission that the state nomination does not obligate the city to provide incentives or funding: "These designations do not obligate the city for any type of funding," the presenter said, explaining the program is designed to attract private investment to eligible census tracts and make targeted areas more competitive for capital projects.

The commission also approved appointments including a liaison to the historic landmark commission, membership changes to the historic landmark commission and zoning board of adjustments alternates, nominations to the Crime Control and Prevention District board, Keep Ennis Beautiful board appointments and airport advisory board reappointments. All motions carried by voice vote.

Following executive session, a motion to appoint Bethany Pruitt as city secretary effective 06/27/2026 passed; the commission authorized the mayor to negotiate and execute an employment agreement.

Why it matters: Opportunity-zone designation can affect long-term redevelopment and private investment dynamics, while board appointments shape oversight and advisory capacity for planning, historic preservation and airport operations.

Next steps: Staff will prepare the state nomination materials for the governor’s office as authorized and administrators will onboard newly appointed members and confirm terms.
