Staff reports: pools open, high summer participation and staffing updates

Department leaders told the board the parks and recreation summer season is underway: both Horpe Spring Aquatic Center and Buckner Pool opened recently, Tribute Tuesdays drew about 1,900 attendees for the kickoff concert, youth soccer completed 73 teams (more than 900 players), and seasonal and permanent staffing has been ramped up.
"Both pools are open," Recreation Services Manager Mark Thompson said, adding that the department ran a large staff orientation and mandatory trainings leading up to the openings. Thompson said the department hosted seven youth baseball tournaments recently at Saratoga, which generated new rental revenue.
Staff also reported operational items and upcoming projects: Meadowbrook Elementary will join the before-and-after-school program as an 11th site for 2025–26; forestry crews will finish spring planting on Magnolia Drive with roughly 40 trees to restore those removed during reconstruction; building and grounds teams are addressing turf restoration at Mendiola Lowell and preparing for CIP projects such as the formal gardens preconstruction meeting expected in August.
The department said it is partnering with the Salvation Army and St. Vincent de Paul to provide free lunches in parks at Sentinel and Roberta Park this summer and during targeted weeks at Horpe Spring and Buckner pools during the swim and park-and-play programs. Staff also introduced Travis (grounds supervisor) and Megan Phelan, a project coordinator who will support RFP and CIP work.
Board members were briefed on CIP timing: staff said the schedule points to Sept. 16 for council adoption of the capital improvements plan and that operating budget review typically follows in early November. Several planned construction and bid items will advance to the Board of Public Works as required by standard procurement procedures.
