ATP staff detail Project Connect design progress: surveys, utilities, safety and power choices

Austin Transit Partnership staff gave a detailed design-and-construction briefing on June 17, describing the technical and contractual work underway to prepare Project Connect’s first-phase light rail for construction.
ATP speakers said teams have completed extensive field work: staff reported installing 183 temporary traffic cameras that collected about 790 hours of video for movement analysis; more than 25 geotechnical borings (about 1,040 feet of total depth); 295 ground-control points for aerial surveys; and a tree inventory cataloguing roughly 1,360 trees. Armando Altiscareno, project manager, said ATP has also completed roughly 25,000 lineal feet of quality-level B subsurface utility investigation to reduce unknowns before heavy excavation.
Staff emphasized early coordination with utilities and third parties. Lindsay Wood (ATP Design and Construction) said the design interlocal agreement with the City of Austin and pending design memoranda with CapMetro are intended to clarify permitting, utility relocations and roles so contractors can proceed with fewer surprises. "This agreement clarifies roles and responsibilities in this phase of work, including the permitting process that we will follow," Wood said.
On utilities and power, Alvin Livingstone described a value-engineering decision to adopt a 1,500-volt traction-power system after evaluating alternatives. "We settled on 1,500 volt because it ended up saving us cost," Livingstone said, adding that fewer substations and lower real-estate needs were key drivers. Staff also described choosing a radial-feed approach that reduces required duct-bank depth and could eliminate some utility relocations, while noting radial-feed operations and maintenance profiles differ from medium-voltage ring options and will require coordination with Austin Energy.
Staff also described governance and safety processes for the progressive design-build delivery model. The project has an integrated working-group structure, a design committee and a steering committee; staff said leadership meets weekly and maintains decision triggers that escalate issues affecting schedule, cost or environmental commitments. Craig Patterson, the program’s construction director, said ATP has begun life-cycle safety and security work and will convene a Fire Life Safety Committee in July to coordinate with first responders and finalize operating procedures.
The briefing included business-outreach and public-art updates: staff said they contacted more than 600 businesses along the alignment, received more than 60 survey responses (survey open through July 15) and are exploring technical-assistance and financial programs for merchants; the public-art manager described station art typologies and a fall program launch.
Staff said these technical and governance milestones support ATP’s timeline for advancing to the Federal Transit Administration’s engineering gate in roughly a year, a review that will inform federal grant agreement terms.
