ATP board unanimously authorizes design interlocal agreement with City of Austin, advances environmental mitigation funding

The Austin Transit Partnership board unanimously approved a resolution authorizing the executive director to negotiate and execute a design interlocal agreement (ILA) with the City of Austin and to commit initial ATP funding for environmental mitigation related to the Project Connect light-rail design.
The action, taken on June 17, followed a staff presentation that described the ILA as a companion to an earlier right-of-way ILA and said it is intended to clarify roles and responsibilities for permitting, utilities coordination, design review and pre-construction work in the public right of way. Board Chair called for the vote after the presentation; on the record the chair declared, “Action item number 2 is approved unanimously.”
Staff framed the agreement as a step to streamline delivery and reduce uncertainties during design and early field work. Lindsay Wood, ATP Design and Construction, said the ILA “clarifies roles and responsibilities in this phase of work, including the permitting process that we will follow” and will allow ATP to coordinate with private utilities and city departments more efficiently.
Leigh Ann Conte, interim mobility officer with Austin Project Connect, described ongoing city staffing support the ILA will fund and the agreement’s role in managing utility relocations and other city infrastructure betterments. Board members were also told the ILA includes advance payments toward environmental mitigations identified in the project’s final environmental impact study, including planning work related to relocating the Waller Creek boathouse.
Chair’s motion to approve the ILA was made, seconded (mover and seconder identified on the record), and the board voted aye without recorded opposition. The board did not identify additional conditions for the negotiation on the public record; staff said details and precise funding amounts for positions and mitigations will be brought back through ATP’s FY27 budget process.
The board also approved minutes from its April 15 meeting earlier in the session. No substantive action on litigation or real estate matters was taken on the public record; the board convened an executive session under Texas Government Code sections 551.071 and 551.072 to consider those topics before adjourning.
The ILA authorization begins a negotiation process; the executive director or designee is authorized to negotiate and execute the agreement subject to the board-approved framework, and staff said the board will see specific budget line items and interlocal details in coming meetings.
