Commission urges council to audit Austin Energy's district energy and cooling system and publish roadmap

Vice Chair Robbins read a resolution at the Resource Management Commission's June 16 meeting asking City Council to commission an audit of Austin Energy's district energy and cooling system to identify why the asset has underperformed, evaluate costs and benefits of expansion or divestment, and require a public strategic roadmap and status report by Sept. 30, 2026.
Robbins said staff had previously promised an analytical report to the commission that never arrived, and commissioners said the delay warranted a council-directed audit. Commissioner Silverstein added that staff commitments to an analysis were not met and that an independent review would help evaluate the asset's value and role.
The commission voted 7-0 in favor of forwarding the recommendation to City Council. The resolution asks Austin Energy to publicly share the timeline, rationale and evaluation criteria for any planned expansion or divestment and to deliver a public status report by the specified date.
Next steps: The RMC's recommendation is advisory; it asks City Council to commission an audit and to direct Austin Energy to publish a roadmap and a status report. RMC members said they would follow up to request the status update and to ensure the audit scope addresses financial drivers and expansion/divestment trade-offs.
