The Roselle Public School District Board of Education on Monday accepted a facilities assessment and work plan from the business department that set a districtwide baseline and a timeline for summer maintenance.
The business-department presenter told the board the district average on an Edificate inspection was 77%. "Overall the district average was 77%," the presenter said, summarizing building-by-building results that ranged from a high of 86% at Washington Elementary to 62% at Grace Will Day, which the report flagged as needing improvement.
The report covered custodial and maintenance standards, exterior and playground safety, fire-extinguisher coverage and boiler-room documentation. The presenter said the vendor inspection looked at each campus both inside and out and identified priorities such as repairing outdoor stairs at Abraham Clark High School, restoring depleted playground mulch, ensuring SDS chemical-safety documentation is available and posting required boiler-room licenses.
To address the gaps, the district outlined a three-part approach: complete summer maintenance projects rather than deferring them to fall; retrain custodial staff on standardized protocols (including a "one-wall" weekly cleaning method); and establish accountability through a weekly form signed by custodians, principals, the facilities manager and the business administrator. The presenter set a target date of Aug. 31 for buildings to be ready for students.
Board members pressed for details about compliance with the Black Seal boiler license requirement and about the performance of the cleaning contractor, Pritchard. The presenter said the district will audit current Black Seal holders and post licenses where they exist, train staff, and add contract terms to require greater staffing and potential refunds if contractual obligations are unmet. The presenter also said the district has sent broken equipment out for repair and is arranging vendor-led training.
The board voted by roll call to accept the facility presentation; recorded 'Yes' votes were Dr. Atkins, M Woody, Mrs. Bond, Ch., Mrs. Cortez, M. Church and Mrs. Washington. The motion carried.
The presentation described operational and documentation shortfalls the district plans to correct this summer, including centralized scheduling for maintenance vendors and a proposed in-house manager to supervise cleaning performance. The business office said more meetings with the contractor are scheduled and that additional staffing help from the vendor has been requested for the initial rollout.
The board's acceptance of the presentation does not itself appropriate funds; it formalizes the district's plan for summer work, vendor oversight, staff training and documentation. The administration said it will report back on progress and implementation steps.
Next steps include the 30-, 60- and end-of-summer checks described by the presenter, continued meetings with Pritchard for contract enforcement and training, and completion of repairs and license postings ahead of the target Aug. 31 readiness date.
