The board proposed defining short‑term rentals as a subset of the existing 'Tourist Home' category. Dave Carpenter provided occupancy‑code calculations from New York State during the discussion. Members debated whether to limit only the number of people who sleep in a unit or to also limit the total number of people allowed on the premises at any one time. The board agreed that rental properties with more than six sleeping rooms should be classified as a Motel/Hotel and noted that a definition for 'hotel' is missing from the current Zoning Law and needs to be added.
Draft regulatory language under consideration borrows from the Tug Hill Commission and the New York State Department of State. Parking requirements relative to occupancy were part of the discussion; no final thresholds or permit rules were adopted.
The board took no formal vote and asked members to review the full handout so drafters can prepare specific language for future review.
