Vienna Planning Board approves 40-site seasonal campground, two-lot subdivision and four-unit conversion

The Town of Vienna Planning Board voted Sept. 18 to approve three land-use applications and a lot-line correction, recording Aye votes from the five board members present.
The board approved SUP2024-06, allowing a 40-site seasonal campground with an existing manufactured home and a new pavilion at 7107 Cove Rd. The board said the application is complete, that SEQR was completed at the August meeting, and listed conditions including: waiting until the expiration of the 239m review period before preparing the Notice of Determination; limiting the 40 campsites to seasonal use only; prohibiting parking of campers, trailers or other structures within 30 feet of property lines; complying with Health Department requirements for water and sewer, including treatment, testing and pump-out procedures; and ensuring ADA compliance for lavatories if required by New York State. The motion to approve was made by Bill Shaughnessy and seconded by Dave Carpenter; the poll vote recorded Orrin MacMurray, Bill Shaughnessy, Martha Link, Tammy Crawford and Dave Carpenter voting Aye; Miranda Ward was absent.
The board approved SUB2025-02, a two-lot subdivision at 780 Stone Barn Rd. The board found the application ready for action; the chairman will sign the plats after the applicant signs them and the applicant will file the signed plats with Oneida County. The motion to approve was made by Tammy Crawford and seconded by Bill Shaughnessy; the poll vote was recorded Aye from all members present.
The board also approved SUP2024-08 to allow conversion of a duplex to multi-family use at 7580 W Lake St into a four-unit residence, noting that the Zoning Board of Appeals granted a variance (Var2025-01) that enables the use. The applicant reported neighbors to the north and south voiced no objections. The permit includes conditions that the building footprint remain as shown except for any State-required egress changes, that all parking be off-street per the site plan, and the usual Town of Vienna special use permit conditions. The motion was made by Bill Shaughnessy and seconded by Dave Carpenter; the poll vote was recorded Aye from all present.
The board approved Relot2025-02, a lot-line adjustment for St. John’s Church and a neighboring parcel, contingent on corrected plats. The board asked the surveyor to change the zoning label from “RR2” to “HR” on the plats; approval is conditioned on submitting the corrected plats for signature and subsequent filing with Oneida County. The motion was made by Dave Carpenter and seconded by Tammy Crawford; the poll vote was recorded Aye from all present.
