Vienna planning board declares Woodcock campground application substantially complete, schedules public hearing

The Town of Vienna Planning Board on Aug. 21 declared the application for a proposed seasonal campground at 7107 Cove Rd (SUP2024-06) substantially complete and scheduled a public hearing for Sept. 18, 2025 at 7:05 p.m.
Interim Chairman Bill Shaughnessy said the applicant provided updated site plans and engineering materials; Nelson Associates supplied a letter addressing environmental concerns. The application describes a 106.84-acre property with 40 campsites, one manufactured home and a pavilion.
The board reviewed SEQR parts 2 and 3 and recorded a negative environmental impact finding based on the submitted materials and briefing. Tammy Crawford moved to declare the application substantially complete, find no significant environmental impact, and set the public hearing; Miranda Ward seconded the motion, which carried. Recorded poll votes in the minutes were: Orrin MacMurray – Absent; Bill Shaughnessy – Aye; Martha Link – Aye; Tammy Crawford – Aye; Dave Carpenter – Absent; Miranda Ward – Aye; Vacancy – n/a.
Secretary Kathy Pavelock advised the board that Oneida County must conduct a 239-m intermunicipal review because the property lies in an agricultural district, and that the property borders the Town of Verona, which will also need to review the plans. Nelson Associates will email an electronic version of the site plans to the board. The secretary also reminded applicants that final action by the planning board is required within 62 days following the public hearing.
The public hearing is set for Sept. 18, 2025 at 7:05 p.m.; the board did not take final action at the Aug. 21 meeting.
