Proposed 50‑site seasonal campground advances to plan review; SEQR and county health review next

At the July 17 meeting the Town of Vienna Planning Board reviewed construction plans for a proposed seasonal campground (SUP2024-06) at 7720 Higginsville Rd, presented by engineer Drew Campany of Nelson Associates on behalf of applicant Richard Woodcock. The proposal covers approximately 106.84 acres and the plans show roughly 45–50 sites, a manufactured home, a pavilion and supporting utilities.

Campany told the board that a SPEDES permit had been prepared and that the applicant had obtained Department of Health (DOH) approval; county health review was expected to take additional time. The site plan drawings (C100, C101, C501 and others) were discussed in detail: utilities and electrical are shown out of the floodway, the plan indicates two restroom trailers and two potable water trailers, and the design calls for water drawn from a creek and chlorinated with DOH‑required monthly testing plus testing 30 days prior to spring opening. The plans also show an underground septic holding tank (RV dump station) whose placement is in the floodway; the board asked how the tank is sized and whether it is designed to prevent floating or leakage, and the applicant said owners will schedule regular pump‑outs.

Other points noted by the board: disturbance was calculated at less than one acre (the board requested the supporting calculations), a 5% recreation area (approximately one‑half acre) is shown, and the board recommended removing sites or the seasonal manufactured home from the plan if they are not to be constructed immediately. The board asked the applicant to consolidate all plan documents in a binder for review. The board plans to review SEQR in August and hold a public hearing in September, and county health approval will be required before final action.
