Vienna planning board approves Primal Tee Shop expansion with conditions

The Town of Vienna Planning Board voted July 17 to approve special use permit SUP2025-03 for Primal Tee Shop (3088 Pine Rd) to expand an existing building to accommodate screen‑printing operations. The motion to approve was made by Bill Shaughnessy and seconded by Tammy Crawford; the poll vote was recorded by the board and the minutes note the motion carried.

The board recorded several site‑specific conditions, documented in an email from Interim Chairman Orrin MacMurray dated May 16, 2025. Conditions include: no exterior lighting on the new manufacturing addition; controls so overland drainage will not adversely affect neighboring properties; commercial vehicle parking restricted to the side and rear of the addition; no on‑site signage; prohibition on discharging cleaning products, solvents, inks or other hazardous chemicals on‑site; and a requirement that chemicals and residues be stored indoors and disposed of off‑site as required. The board also included the usual special‑use permit requirements (Zoning Law compliance, obtaining and maintaining permits, enforcement provisions, and a return to the board for any significant site‑plan changes).

Secretary Kathy Pavelock will prepare the notice of determination for review and approval by Interim Chairman Orrin MacMurray and distribution as appropriate, according to the minutes. The applicant, Denise Mangini (Primal Tee Shop), was not present at the meeting but had indicated by email that she was ready for final action.
