FPUA raises sealed-bid threshold to $100,000 to speed purchases

The Fort Pierce Utilities Authority on Dec. 2 approved a change to its purchasing policy to raise the threshold for the formal sealed-bid process to $100,000.
Staff explained that purchases below $100,000 will still require competitive procurement (an informal quote process requiring three quotes), advertisement per the charter and board visibility for purchases over $50,000. The change is intended to speed procurement for items that previously required a formal sealed-bid process, which staff said has slowed purchasing as bid requirements and prices increased.
Staff also described a narrowly tailored waiver for items that fall between the time needed for an RFP/RFQ (12–16 weeks) and an actual emergency. The example given was removing a dead tree that could pose a hazard but does not qualify as an emergency that would bypass procurement timelines.
Board members said they had been briefed and supported the change. The resolution passed on a roll-call vote.
