Fort Pierce commission approves park design contract, inspection services and temporary parking lease

Commissioner Johnson moved approval of the Coach Fen Park professional engineering services contract, describing the project's intent to add a splash pad, a prefabricated restroom, parking, underground utilities and shade structures. A special-projects coordinator said the $119,320 engineering authorization is reimbursable from CDBG funds and that a total grant of $800,000 is expected to support design, permitting and construction; staff warned the grant requires project completion by June 30, 2026.
Commissioner Broderick asked about costs and oversight for a piggyback contract for construction engineering and inspection for the Avenue D resurfacing project. City engineer Mark Cerhelic said the $236,298 contract covers inspection and quality-control services during construction and is a standard proportion of overall project costs.
The commission also approved Item E, a two-year lease with Glenda Cavalcanti and Marlene Howard for a temporary parking lot at Avenue E and Indian River Drive at an amount equal to the annual property taxes ($3,250.93 for 2025). Staff said the lease covers the primary lot; a small adjacent sliver parcel the owner mentioned was reviewed and does not add parking capacity; if necessary, staff will return with an amendment.
Each pulled consent item passed by roll-call votes with all commissioners voting yes.
