FPUA approves Don Henkel Construction contract for Energy Services Center expansion

The Fort Pierce Utilities Authority on Dec. 2 voted to accept the winning proposal from Don Henkel Construction Inc. for an expansion of the Energy Services Center.
Cisneros introduced the item and said the project will enclose existing building structure to create additional offices and workstations. Brian Pruitt, facilities manager, told the board the expansion is a budgeted project previously approved and that it will bring three teams — billing, AMI and meter reading — together under one manager. "We're bringing three teams together under one manager," Pruitt said, and staff estimates the work will add roughly 15 new offices and over 20 additional workstations.
Pruitt said the RFP process (RFP No. 2502) was advertised in April 2025, opened May 29, 2025, and received five proposals from 1,155 vendors contacted; 40% of respondents were local vendors. The proposed contract term begins upon execution and would terminate June 30, 2026, and the award is contingent on receipt of a fully executed bond document. Staff requested authorization for the director of utilities to execute change orders not to exceed $50,000 for the project.
Board members asked whether the work would be completed by the proposed June 30, 2026 date and where staff would relocate from freed space; Pruitt said the expansion will allow staff to spread out and free up space in the administrative building for future use.
A motion to approve the contract and the requested authority passed on a roll-call vote of the board.
