Authority adopts FY2026–27 budget, approves SB 1383 equipment grants and backs two recycling bills

The Del Norte County Solid Waste Management Authority adopted its FY2026–27 budget by resolution and approved several policy and grant actions intended to support recycling and illegal-dumping enforcement.
On the budget, the director presented a proposed balanced budget and recommended adoption of Resolution 2026-05. After a motion and second, the board voted unanimously to adopt the budget and the resolution.
On grant funding, staff presented a package of equipment requests under the SB 1383 local assistance OWR4 grant. Staff explained equipment purchased under the grant must be owned by the authority and provided to recipients under an equipment-use agreement; ineligible requests included work that would reconfigure another entity’s building electrical systems. Staff recommended approving six agencies’ requests, for a total of $46,500, noting the task force had evaluated requests and kept total funding within the available budget. The board voted to approve the $46,500 in equipment funding.
On legislation, staff asked the board to adopt support positions for two bills: AB 1153, which would authorize CalRecycle to remove and dispose of abandoned recreational vehicles and develop local enforcement teams for illegal dumping, and AB 2253, a truth-in-labeling measure to improve reliability of recycling claims on packaging. The board voted unanimously to adopt support positions for both bills.
Finance items in the director’s report included an accounts-receivable aging figure and a note that year-to-date income was about $32,822 below projections; staff said summer tonnage typically improves revenues. The director also reported staffing updates including active recruitment for a refuge site attendant and training for a new account clerk.
Next steps: staff will implement the equipment-use agreements, monitor grant reporting requirements, and coordinate any legislative follow-up as needed.
