Crawford council adopts 2024-25 budget, sets tax request

The Crawford City Council voted unanimously to adopt the fiscal 2024-2025 budget and set the city’s tax request during a special budget hearing on Sept. 20 at the Crawford Community Building.
Accountant Mike Scow of Dana F. Cole & Co. presented the proposed budget, reviewing the document page by page and answering questions from Mayor Shane Norman, council members and others in attendance. Scow said the plan is intended as a guideline and can be amended if needs arise during the year: "the Budget is set up as a guideline for how the funds would be spent," he said. He added that year-over-year changes reflected rising costs for "fuel, parts, wages, supplies," which accounted for most of the increases in expense lines.
The council first approved Resolution No. 2024-05, which sets the city’s tax request. Council Member Christopher Dean moved the resolution, which Council Member Brent Gebbie seconded. The recorded vote was AYE: Dean, Gebbie, Storbeck, Grant; NAY: none. The motion carried.
The council then considered Ordinance No. 696 to adopt the 2024-2025 budget. Council Member Dean moved to waive the three readings and to pass and publish the ordinance; Council President April Grant seconded. The vote was AYE: Dean, Grant, Gebbie, Storbeck; NAY: none. The ordinance passed as presented.
Mayor Shane Norman had called the meeting to order at 1:02 p.m. for the Budget Hearing; he later declared the special meeting for the proposed fiscal year open at 1:34 p.m. The special meeting was adjourned at 1:44 p.m. City Clerk Julia Butler prepared the minutes.
The budget documents were developed following earlier budget workshops where capital outlays and department needs were identified; council members and members of the public asked for clarifications during the presentation. No amendments or additional formal actions were taken at the Sept. 20 session beyond adopting the tax request and passing the ordinance to adopt the budget.
