Council awards $67,155 contract to protect Curlew Road sewer line during FDOT work

Oldsmar, Fla. — Oldsmar city staff told council members June 16 that an FDOT emergency drainage project on Curlew Road requires the realignment of a sanitary sewer force main that cannot be taken offline, and recommended hiring a specialty contractor to install insertion valves and assist with bypass work.
City staff presented an updated proposal from Vortex Companies LLC for $67,155 to core the pipe, install insertion valves under pressure while the line remains in service, and support excavation and bypass materials. "This advanced technology allows valves to be installed under pressure while the pipe has active flow, allowing for uninterrupted sewer service to residents and businesses during the relocation," staff said.
Council members approved the contract and praised staff for the expedited work and a final estimate that came in under earlier expectations. The item was presented as an emergency mitigation measure tied to FDOT's roadway work and is intended to minimize the risk of a force-main failure.
City staff said the work will be invoiced at the contract rates included in the agenda packet and that the contract will allow staff to maintain service while the force main is realigned out of FDOT's construction footprint.
