The representative said the bylaws also explicitly make the select board's ex-officio member a voting participant on the commission. A board member referenced RSA 35-B:3 while questioning whether certain changes needed a warrant article; staff said the edits clarified existing practice rather than changing the commission's authority.
A motion to accept the bylaws was made and seconded; the board approved the changes on a 3-1 voice vote. The board asked staff to email the prior bylaws for comparison and said the group could revisit any item if necessary.
The Parks & Recreation representative also asked about accepting digital payments for the July 4 parade. The representative said a business had offered to donate food and requested a Venmo account so volunteers could accept digital proceeds. Board members discussed options: having a staff member log in to a town account from a device, using Stripe for online registration (already used for other town payments), or researching whether Venmo would fit town-accounting requirements. Staff agreed to follow up and bring options back to the board.
