P-CAP adopts three-part work plan to refill vacancies and boost outreach

The Police Community Advisory Panel (P-CAP) in Essex voted to adopt a three-part work plan intended to boost member recruitment and increase community outreach.
The motion, moved and seconded during the meeting, directs the panel to: (1) refill vacant seats to reach a six-member advisory body; (2) attend and host a minimum of six community events through January, staffing a P-CAP table at each; and (3) create at least four CAT-specific outreach events in the same period. Members approved the motion by voice vote.
Panel members framed the plan as a practical response to recurring quorum problems and summer attrition. Members proposed using scheduled community gatheringsincluding the Coming Together Summit (July 31) and National Night Out (Aug. 4)as recruiting opportunities, and suggested a mix of event tables, coffee-hour outreach, Teen Academy presentations and targeted canvassing of neighbors.
Kristen, who read the prior meeting minutes earlier in the session, and other members emphasized prioritizing events that reach residents who do not engage online and those less likely to attend formal meetings. Several members volunteered to contact local businesses and bakeries (Foxglove was named) to secure space for low-barrier outreach activities.
The panel also discussed practical steps to make outreach viable: printing tri-fold brochures and pocket-sized cards, coordinating apparel and signage, and staging early-morning sessions at busy local cafes to avoid crowded times. The motion asks for the work plan to be formalized in writing and submitted with the minutes.
The panel did not record a roll-call vote with named tallies; members signaled approval by voice and the chair declared the motion passed. The plan sets concrete, near-term expectations for recruitment and community engagement and directs members to follow up on logistics and outreach assignments before the next regular meeting.
