Cheatham County approves budget amendments, contracts and routine business; surplus EMS truck cleared

At its Nov. 21 regular meeting, the Cheatham County Legislative Body approved a cluster of budget, personnel, road and contract items that county staff described as routine or committee-recommended.
Budget actions and surplus authorization The body approved several budget amendments recommended by the Budget Committee, including line-item transfers in the County General Fund to cover departmental needs and a one-time extra biweekly payroll; commissioners recorded a roll-call vote of 12 Yes, 0 No on the county general amendments. The Solid Waste Fund amendments (to move tipping-fee revenue and to cover an additional Solid Waste payroll) were approved on a roll-call vote of 12-0.
Commissioners authorized the surplus of a 2016 Ford F-350 XLT (an EMS vehicle) to be sold or traded toward replacement; the roll-call vote recorded 11 Yes, 0 No and 1 abstention (Commissioner B.J. Hudspeth).
Contracts, signatures and appointments County Mayor Kerry McCarver presented several administrative signature requests. The body approved mayoral signatures by voice vote for a TDEC amendment (financial-assurance inflation adjustment), a TDOT offer for a partial right-of-way acquisition at Sycamore Square, and two vendor contracts to be signed pending attorney review: a professional services/tenant-improvement contract with MBI and an annual technical-support agreement with BIS Digital for Circuit Court audio/video systems. Packet documents included an MBI proposal with a design fee of $139,750 and a BIS Digital annual support contract listing $3,679.34 as the first-year amount.
Appointments and recognitions Standing committees moved and the body approved the appointment of Beth Carr to the Agriculture Committee (term Jan. 1, 2023 ' Dec. 31, 2024). Commissioners also passed a resolution recognizing responders who aided during the Dec. 2021 tornado in the Kingston Springs area.
Consent calendar and adjournment The meeting concluded with approval of the consent calendar (including a list of notaries) and adjournment at 7:06 p.m.
What to watch: The MBI and BIS items were cleared for mayoral signature but noted as pending attorney approval; procurement and attorney review may add details to future agendas. The surplus vehicle disposition will be handled through capital-asset processes and any proceeds recorded to the Other Capital Projects - Vehicles Fund.
