Cheatham County approves waste-transport pact and signs internet and mental‑health contracts; private port proposal presented

Cheatham County commissioners on Aug. 15 authorized the county mayor to sign three contracts and heard a private proposal for a new logistics investment near Arcosa.
By roll-call vote the body approved: (A) a Waste Transportation Agreement with MPG Transport, Inc. that designates MPG as the exclusive hauler from Cheatham County’s transfer station and sets a per‑ton fee schedule (first‑year per‑ton rate of $24.87 with scheduled increases and fuel‑surcharge provisions); (B) a State of Tennessee contract with the Department of Mental Health and Substance Abuse Services covering court‑ordered evaluation and treatment for adults charged only with misdemeanors (the contract sets rates for outpatient and inpatient evaluations and daily RMHI rates); and (C) a contract with Cumberland Connect for internet service at county facilities.
Mayor Kerry McCarver also introduced a packet describing a proposed multi‑million‑dollar Parker Towing Nashville Port project adjacent to Arcosa. Jerome Terrell distributed conceptual renderings and told commissioners he represented a family‑owned business pursuing the site; the board did not take formal action on the private proposal during the meeting.
The Waste Transportation Agreement (executed July 1, 2022) details per‑ton fees, a fuel‑surcharge table that activates if diesel prices exceed $6 per gallon, payment terms (monthly invoicing, 15‑day payment), and limits MPG’s liability except for nonconforming waste. The Cumberland Connect materials presented to the board and in the meeting packet include a small‑business 250 Mbps symmetrical fiber plan and a commercial quote for the Office of Accounts and Budgets at Sycamore Square.
Commissioners approved all three contract signings by roll call 11–0 with one absence recorded. County officials said staff will follow up to finalize execution and arrange implementation of the internet service and waste hauling as described in the attached agreements.
