Designers presented the concept plan for exterior site improvements at the Kittery Community Center, 120 Rogers Road (Map 15, Lot 91), clarifying that no interior renovations are proposed.
Robert Adams of Halvorson Design described a master-plan vision that includes a multipurpose field, new playground, splash pad/water feature, seating areas, pavilion, parking and turnaround modifications, a basketball court, a pump track, a School Street connection, and landscape and lighting updates. Adams said the plan also addresses invasive species removal, a proposed retaining wall, and new storage.
Ben Curcio of Tighe & Bond spoke about the proposed bioretention basin to manage stormwater. Board members and consultants discussed several technical and operational items: parking on the basketball court, turning-radius and access concerns including a possible rotary, proximity of wetlands and a vernal pool, pump-track surfacing and long-term maintenance, fence locations, lighting and sign waivers, and construction-management plans. The board provided feedback and requested additional detail for subsequent submissions but did not act on the sketch review.
No vote was taken at this meeting; the item was presented for feedback and the applicant was expected to respond with refined materials in later submissions.
