Kittery Planning Board approves Memorial Field redevelopment with lighting waivers; one abstention

The Kittery Planning Board on March 26 voted to approve plans to redevelop the Kittery Memorial Field at 52 Old Post Road, granting three requested waivers for field lighting and imposing conditions on stormwater treatment and long-term maintenance.
Benjamin Gleason and Holly Ganser of Activitas presented the project and responded to a CMA peer review focusing on drainage and the planned water treatment system. Planning Director Jason Garnham and the board discussed a culvert at the emergency access, catch-basin details, fertilizer management, signage for sensitive areas and a no-mow buffer near Legion Pond, and fencing to protect bioretention areas.
The board approved three modification requests tied to lighting: increasing maximum fixture height to 25 feet, a waiver on overall light spill, and a waiver addressing maximum light spill along the property line. Each waiver passed unanimously, 7-0-0.
Dutch Dunkelberger moved to approve the preliminary site plan with the stated waivers; the motion passed 6-0-1, with Member Earldean Wells abstaining. Ms. Kaufman then moved to approve the final site plan with the conditions discussed (including an operating and maintenance manual for the water treatment system, signage for no-mow and Legion Pond, and fencing for bioretention areas); that motion passed 6-0-1, with Ms. Wells abstaining. Vice Chair Ethan Bensley read the findings of fact into the record.
The board recorded the approvals subject to the listed conditions; staff indicated that the operating manual and final design revisions will be submitted as part of permit closeout. No additional votes were taken on related permits at this meeting.
