Cheatham County approves EMS lease, juvenile-detention contract and ambulance-billing agreement

Cheatham County commissioners on July 18 authorized several contracts and applications brought forward by County Mayor Kerry McCarver that affect emergency services and juvenile detention.
Lease for EMS space: Commissioners approved the mayor’s signature on a lease with Pleasant View Volunteer Fire Department for approximately 1,831 square feet of space to be used by County EMS. The lease sets annual rent at $19,200 ($1,600 per month) for the July 1, 2022–June 30, 2023 term, and includes shared use of fitness and decontamination areas.
Secure-detention contract for Juvenile Court: The body approved a contract with Madison County Office of Juvenile Court Services to provide secure detention beds when available. The standard detention charge in the contract is recorded at $175 per day; the contract includes procedural requirements for placement, medical care responsibilities and a Prison Rape Elimination Act (PREA) compliance statement.
Ambulance billing agreement: Commissioners also approved a three‑year (with an automatic two‑year renewal) billing-services agreement with Credit Bureau Systems, Inc., doing business as Ambulance Medical Billing (AMB). Under the contract, AMB will charge a base fee of 6.25% of net collections; AMB listed an equipment package (software and hardware) totaling $45,685 and a software license for eso EHR Solutions. The agreement requires all payer payments to be routed to AMB for collection and remittance processes, and it sets out a wind-down period and offset rights for unpaid invoices.
Other mayoral items included approval of Three‑Star program fiscal confirmations and a historical courthouse grant application (30% grant component). All mayoral items were approved by roll-call vote (recorded 10–0 with two absences).
Why it matters: The EMS lease provides operational space for county ambulance services; the detention contract secures an out-of-county placement option for juvenile cases; and the billing contract changes how EMS collections will be processed and fees handled—details that affect EMS revenue flow and administrative operations.
