DDA approves Fifth Street contract changes and $40,000 Shop Washington match

The Royal Oak DDA on June 17 authorized a contract modification for the Fifth Street improvement project and approved a $40,000 downtown gift-card match to support neighborhood businesses.
Staff said prior cost savings on Fifth Street totaled about $312,000 but that recent underground work required modest adjustments. Contract Modification No. 3 establishes minor unit-price changes for underground drain-pipe work and the purchase and placement of bollards to ensure safety and to accommodate permanent infrastructure. The board approved execution of the contract modification on a voice vote.
Separately, directors approved the Shop Washington gift-card program, which uses a $40,000 DDA matching fund to provide a "buy-$20, get-$20" bonus that recipients must spend within seven days at participating Washington and Fitzhugh Street businesses. Staff said the program is designed to drive foot traffic during the upcoming Washington street closure and that participating businesses can opt in; the motion passed with one abstention.
The Fifth Street contract modification and the gift-card program are intended to protect project schedules and support downtown merchants while a number of construction and outreach steps continue.
Implementation: staff will execute the contract modification with the contractor and administer the gift-card program outreach and vendor enrollment.
