Rezoning at 1839 N. 25th (2026-411): The applicant requested a land‑use change from medium‑density residential/office flex (O‑3) to mixed‑use flex and rezoning from O‑3 to C‑2 (community commercial) for a 0.633‑acre site in North Waco. Wagstaff explained that a neighborhood grocery use currently fits the O‑3 definition (limited hours) but that a C‑2 rezoning would allow a broader set of higher‑intensity commercial uses (including gas stations and extended hours). The plan commission voted unanimously (8–0) to recommend disapproval, citing inadequate public infrastructure for the higher‑level uses, incompatibility with adjacent residential land uses and the existence of undeveloped commercial zoning about one quarter mile away.
Riverway Overlay amendments (ZA2602/ZA2603): The proposed design‑book updates for a large Caldwell Communities development along the Brazos include fine‑tuning the land‑use plan, moving the location of a divided collector to improve river access, distributing neighborhood parks and adding a conceptual sign plan; the planning commission recommended approval 10–0. The amendments note that certain privately owned parcels within the adopted boundary may be incorporated into the overlay later via a separate application process. Planning staff identified modest trail‑alignment changes and a net increase in neighborhood trail linear feet while slightly reducing riverfront trail linear footage.
Hadley’s Place PUD final plan (public hearing F2): Staff summarized the final PUD for a 1.466‑acre site in Oakwood that conforms to the urban residential land use. The final plan adds nine duplex buildings and one single‑family unit (19 units total), private streets connecting to an existing phase, and landscaping/amenity provisions. Planning commission recommended approval 9–0 with standard conditions; staff confirmed required platting will be completed before permits are issued.
Wagstaff and council members flagged a clerical reference (ZA2602 vs. ZA2603) in materials and said staff would correct the item reference before final votes. Council also requested staff monitor TxDOT and Bosque Avenue intersection work for potential impacts on nearby redevelopment projects.
