Waco updates food-vendor rules to comply with Texas House Bill 2844

The City of Waco on June 16 adopted ordinance 2026-417 amending Chapter 13 of the code of ordinances to align local rules for food establishments and open-air vending with Texas House Bill 2844. City Attorney Hamilton Crum described the changes as clarifying licensing, inspections and enforcement for mobile food vendors and conforming local penalties and definitions to state law.
The ordinance was approved unanimously on second reading, and staff noted the action brings local code into compliance with the state statutory framework for mobile food vendors. Council did not receive public comment on this agenda item.
Next steps: Staff will implement updated licensing and inspection procedures consistent with the revised code and HB 2844.
