Franklin County commissioners approve carpet contract, a 2.6-acre lot division and deny Fairview subdivision over irrigation

Franklin County Commissioners on May 11 approved a package of routine operations and land-use decisions, including awarding a carpet contract for a county office, approving a small lot division and denying a Fairview subdivision application for lack of irrigation water.
The board voted unanimously to accept Hart Floor Company's low bid of $18,880.94 to replace carpet in the Robinson Building after Maintenance Manager Randy Henrie confirmed all three bidders had proposed the same carpet type. Commissioner Zan Bowles made the motion and Commissioner Zach Stewart seconded.
The commission also approved the Lone Peak Standard Division in the Mink Creek area, allowing Paul Merrill to separate a 2.6-acre parcel for a family member. Planning staff reported the parcel already has water and septic; the motion to approve passed unanimously.
By contrast, the commission denied the Ellis Minor Land Development (Merri-Canna Ranches) in the Fairview area because the applicant, Mike Porter, could not show that irrigation water would remain with the property. Commissioners noted the acreage had been irrigated historically and instructed Porter to contact the irrigation company to seek a formal change to "dry farm" status. Commissioner Zan Bowles moved to deny the application as submitted; Zach Stewart seconded and the vote was unanimous.
The board signed a Corporate Weed Management Area (CWMA) cost-share agreement to secure annual funding for weed-control work, including chemical treatments and helicopter spraying, and approved a contract with Master's Touch, LLC to mail assessor notices by June 1; both motions passed unanimously. Assessor Chris Barton also presented his fiscal year 2027 budget request and requested an increase in supplies.
Routine business included the commission's approval of bills and minutes from April 22, 2026, and a reported successful logic-and-accuracy test of election equipment conducted by Clerk Camille Larsen and Cessilee Weeks. The meeting adjourned at 1:00 p.m.; land acquisition was added to a future agenda.
