Treasurer flags Intella Pay clause allowing third‑party withdrawals; commissioners review FY2027 budgets and livestream plan

Franklin County Treasurer Janet Kimpton presented a proposed contract between Gold Cross and Intella Pay and told commissioners she was concerned that contract language appears to allow the vendor to withdraw funds from personal accounts.

The board also reviewed several FY2027 budget requests. Civil Defense Director Lamont Doney requested the same budget as 2026 and asked for an Emergency Operations Center remodel; the state funds roughly 50% of Civil Defense. Sheriff Cuyler Stoker reported modest budget changes, asked for an increase to the Search and Rescue training fund, and noted equipment upgrades this year (body armor, cameras, radios); he said Starlink subscriptions will increase by about $5 per month per device and asked municipalities to help support annual canine costs.
Extension Educator Laura Sant and Associate Extension Educator Bracken Henderson sought a small increase in travel expenses and warned that university budget cuts could reduce support. Juvenile Supervisor Boone Smith asked only for modest supplies and travel increases; Justin Jackson is expected to take post in July.
The Fair Building Fund will increase from $5,000 to $10,000 after Fairgrounds Chair Cody Travellor and Fairgrounds Manager Lana Jenkins requested higher entertainment spending. Commissioners also noted $21,400 in recent donations to the Senior Citizen program and agreed to make personal thank‑you visits to donors and provide receipts.
On livestreaming, Clerk Camille Larsen presented three camera/video options; commissioners preferred the Owl system, directed videos be archived for one year and uploaded within 24 hours, and asked Larsen to prepare a resolution updating live‑streaming and archiving procedures. Commissioners also agreed to provide employees shirts for the America 250 celebration.
Action of note: the board approved the canvas for the Primary and Joint School District #201 Supplemental Levy (May 19 election) by unanimous vote; turnout was 33%. The meeting entered and exited an executive session under Idaho Code §74‑206(1)(c) to discuss acquiring an interest in real property; no purchase details were disclosed in open session.
