Randy Hobbs presented a map and proposed trading asphalt for the property; County Director Troy Moser estimated asphalt material at about $40,781 and road base at $6,925, excluding freight. Moser said the county’s purchase price would be $25,000 per acre; once the county owns the right of way, Rocky Mountain Power would move utility poles. County Attorney Vic Pearson recommended obtaining a second agreement with the gravel‑company owners to clarify terms.
Separately, Moser proposed updates to the Driveway Spacing Policy so that spacing for major and minor divisions would be consistent and recommended determining standard residential approaches at building‑permit time. He also proposed that owners be allowed to choose between aluminum or corrugated plastic culverts. Moser will prepare draft documents and advertise a public hearing on the proposed standards change.
