Commissioners approve Sienna Valley Ranches; residents urge traffic study for Glendale subdivision

Franklin County commissioners voted to approve the Sienna Valley Ranches subdivision for the Glendale area after staff and the surveyor presented the proposal, while residents raised access and traffic concerns.
Three lots in the Sienna Valley Ranches division will front the Glendale Reservoir and will use an easement road built at a 120‑foot width, which Troy Moser (Director) described as an adequate entrance. Commissioner Zach Stewart moved to approve the subdivision as presented; Zan Bowles seconded and the vote was unanimous.
Earlier in the meeting, residents Virginia Harmon and Babbette Phillips said they were concerned about increased traffic, emergency‑vehicle access and easement arrangements related to a Glendale‑area proposal and asked for a traffic study. Commissioner Stewart said he would visit the road with the Road Department supervisor to assess access conditions.
Separately, the board conditionally approved a Tyrell Simpson minor land division in the Cub River area after staff reported septic approval and payment of fees. Simpson holds five irrigation shares; Chair Robert Swainston said Simpson must create a homeowners association and transfer the water shares to the HOA before the approval becomes final. Zach Stewart moved to conditionally approve the division with that caveat; Zan Bowles seconded and the vote was unanimous.
A Josh Carley minor division was not finalized because septic information was not submitted in time.
